In the Statute of the City when it deals with the instruments of Urban Policy, in its article 4, it brings the "institution of special areas of social interest". The social function of property is the epicenter of urban policy and urban law, is that it instrumentalizes all the urban legislation available in the planning. The innovation in the Tatuí's legislation is the creation of the Zone of Special Cultural and Tourist Interest as an area of social interest. This legitimacy figured in the Municipal Plan of Cultural Policies, in the Tourism Plan, and especially in the zoning of the Master Plan, is a possible specificity of cities of cultural tourism, since the application of social interest is left open by the Federal Constitution, to be used in the pertinence of each municipality. For its cultural vocation, Tatuí became a Municipality of Tourist Interest (MIT) through Law No. 16,429, of May 31, 2017, and was recognized as "Music Capital" by Law No. 12,544 of January 30, 2007. This is due to the Dramatic and Musical Conservatory Dr. Carlos de Campos, a state of São Paulo culture equipment, recognized as the largest conservatory in Latin America. The spaces of musical events need adjustments in their acoustics, for the economic development of the culture and tourism sector. Because it is a potentially noise nuisance activity, the solution involves the understanding of public policies provided for in the City Statute (Federal Law no. 10,257 of July 10, 2001), ABNT NBR 10,151 and other norms, in municipal legislation, and constructive techniques and acoustic solutions.
